MIDDLECHURCH HOME OF WINNIPEG - WASTEWATER TREATMENT PLANT (CLIENT FILE: 4114.00)
A proposal has been filed by Cochrane Engineering Inc. on behalf of the Middlechurch Home of Winnipeg, to upgrade an existing wastewater treatment plant located at 280 Balderstone Road, River Lot 18 in the Rural Municipality of West St. Paul. The upgrading will consist of the diversion of backwash water from the softeners in the existing water treatment plant to the existing sewer outfall pipe; replacing the existing pre-treatment facility with a larger pre-treatment facility; upgrading the existing Sequencing Batch Reactor (SBR) by increasing the SBR tank height by 1.2 m, installing retrievable fine bubble diffusers and upgrading the process control system; installing a new disinfection system utilizing ultra violet light technology (UVL); constructing a separate underground sludge storage tank. An average daily effluent flow of 94 m3 per day and a peak flow of 197.4 m3 per day will be discharged to the Red River through the existing sewer outfall pipe.

An Stage 1 Environment Act Licence was issued on December 5, 1996 - Licence No. 2236 S1 and rescinded February 16, 1998. No action was taken by the Proponent to implement the Stage 1 Licence.
