OVERVIEW:
This application, dated April 15, 1996, and received April 29, 1996, is for the construction and operation of a concrete batching facility located at Lot 2 Block 8 Plan 14629 WLTO in RL 61 to 70 Parish of St. Clements in the Rural Municipality of St. Clements in the Town of Selkirk. The facility will consist of concrete batching equipment consisting of storage silos, weigh hoppers, converyors, aggragate piles and wash down areas. Materials used include sand and gravel, water, cement, and various additive agents for curing the concrete. Air pollution control equipment and management practices have been proposed.
The Development is scheduled to operate during regular business hours, five days per week with occaisional Saturday operation.
The proposal was distributed to the TAC on May, 7, 1996, with a response closing date of June 7, 1996.
The proposal was advertised in the Selkirk Journal on May 13, 1996, with a closing date for public comment of June 7, 1996.
The proposal was placed for public review at the following Public Registries: Main/Centennial Public Library; Mb. Eco-Network; and Selkirk Community Library.

COMMENTS FROM THE TECHNICAL ADVISORY COMMITTEE:
Canadian Environmental Assessment Agency has determined that the application of the Canadian Environmnetal Assessment Act will not be required.

No response required.Environmental Quality Standards - Air Quality Management expressed concern regarding the vegetative covering of the berms, enclosure of the hopper converyor belts, dust control of the batch plant, and wind erosion of the sand piles.
Disposition:
Items were discussed with the proponent. The berms will be landscaped; the hopper conveyor belts have covers which may be installed if needed; there are dust collection devices installed at the batch plant; and dust suppressants are available and can be applied to the aggragate piles as needed. A letter of explanation will be sent to the responder.Environmental Quality Standards - Water Quality Management expressed concern if the waste water is to disposed of through the Town of Selkirk sewer system without meeting the applicable bylaws.

A letter of explanation will be sent to the responder.Environmental Operations - East-Interlake Region have concerns regarding the disposal of various materials collected at the baghouse and whether the Town of Selkirk has concerns regarding storm or process waters leaving the site via the sewer system.

Materials collected from the baghouse will be recycled into the product. No waste water is to be directed off property. Storm run-off water will be directed to a municipal ditch to the east of the property. The Town of Selkirk is aware of this.
