OVERVIEW:
The proposal was received on July 4, 1996 and dated June 27, 1996. The proposal relates to the collection of used oil at the Town of Deloraine WDG at the SE 1/4 of 11-3-23 WPM, in a double walled 4000 gallon tank. The oil will be accepted from residents of the R M of Winchester as well as the Town of Deloraine. The collected used oil will be sent by Licenced Carrier to a recycling facility or disposal facility. After internal review, the proposal was advertised in the Deloraine Times and Star on July 24, 1996, and also placed in the following Public Registries: Main Registry, Eco-Network, Lakeland Regional Library (Killarney) and the Centennial Public Library. The closing date for public comment was August 15, 1996. The proposal was sent to TAC on July 17, 1996, with a response closing date of August 15, 1996.

There were no comments received from the public in response to the advertisement.
COMMENTS FROM THE TECHNICAL ADVISORY COMMITTEE:
Manitoba Environment, Environmental Operations Division, Park West Region - had no concerns.
Manitoba Environment, Environmental Quality Standards - had no comments.
Department of Health - Westman Region - comments were as follows:
- Order should address the following:
- appropriate collection and transportation of used oil to the facility including solvent testing prior to collection;
- primary and secondary containment measures in the event of a spill so as to protect surface/groundwater.
Also, there are insufficient details provided to determine whether containment measures are adequate. There is no description of the location of any municipal ditches and drainage characteristics of the site.
- Should ensure that an emergency response contingency plan is available for review.
- Proximity of residences or populated areas is not specified.
Disposition:
The concerns brought forward by the Department of Health were forwarded to the proponent and satisfactorily addressed. The closest residence is approximately 1/2 mile away to the west.Department of Natural Resources - had no concerns.
Department of Historic Resources - had no concerns.
Department of Highways and Transportation - had no concerns.
Canadian Environmental Assessment Agency - Noted that application of the Canadian Environmental Assessment Act will not be required with respect to this used oil collection facility.
PUBLIC HEARING:
A Public Hearing will not be convened.
RECOMMENDATION:
The attached Draft Director's Order should be reviewed by the Director, finalized and then issued. The Order, when issued, should be assigned to the Region for enforcement.
