OVERVIEW:
The proposal was dated January 23, 1998, and received January 26, 1998. Amended information requested by myself was dated February 9, 1998 and received on February 11, 1998.
The proposal relates to the collection of used oil, containers and filters at a pre-fabricated facility (concrete building) containing a 4500 litre tank (ULC approved but under the Petroleum Storage Program registration threshold) that will be used for collection over the Steinbach area as part of the Provincial Used Oil Recovery Program administered by the Manitoba Association of Resource Recovery (MARRC). The collected used oil will be sent by Licensed Carrier to a recycling facility or disposal facility. This proposal was the first in what is expected to be approximately 30 similar proposal pursuant to the used oil recovery program, and it is expected that an abbreviated approval system be utilized by the regions for future proposals.
After internal review, the proposal was advertised in the Steinbach Carillon on February 16, 1998 and also placed in the following Public Registries :- Jake Epp Public Library (Steinbach), Eco-Network, and the Centennial Public Library.
The closing date for public comment was March 13, 1998.
The proposal was sent to TAC on February 13, 1998 with a response closing date of March 13, 1998
COMMENTS FROM THE PUBLIC:
There were no comments received from the public in response to the advertisement.
COMMENTS FROM THE TECHNICAL ADVISORY COMMITTEE:
Department of Historic Resources - had no concerns.
Canadian Environmental Assessment Agency - noted that after a review by all departments with a potential interest, application of the Canadian Environmental Assessment Act will not be required.
Winnipeg Region Operations - concerns regarded the design of the facility to ensure that there was adequate room for traffic in and out and for spill response. I visited the site on March 9 and found it to be adequate.
PUBLIC HEARING:
A Public Hearing will not be convened.
RECOMMENDATION:
The attached Draft License should be reviewed by the Directors involved and TAC, issued, with enforcement responsibilities assigned to the Environmental Operations Division.
