OVERVIEW:
The proposal was dated December 3, 1998 and received on December 4, 1998.
The proposal relates to the collection of used oil, used oil filters and petroleum distillates in the RM of Springfield in three horizontal 35,000 litre tanks. The oil will be accepted from commercial and domestic concerns. The collected used oil will be sent by Licenced Carrier to a recycling facility or disposal facility. Oil filter crushing will also take place at the facility.
After internal review, the proposal was advertised in the Winnipeg Free Press on January 2, 1999, and also placed in the following Public Registries: - Main Registry, Eco-Network, and the Centennial Public Library.
The closing date for public comment was January 29, 1999.
The proposal was sent to TAC on January 7,1999 with a response closing date of January 29, 1999.
COMMENTS FROM THE PUBLIC:
Two comments were received from the public. Mr. Vaughn Bullough of Miller Environmental Corp. wrote to comment that the proposal was incomplete in that there was no comprehensive risk assessment in the proposal, and that WRS should be compelled to follow the same requirements as Miller in their Licence.
Disposition:
Reply was sent reassuring that a proper assessment will be done, but the standards to follow will be closer to what Enviro-West has to meet.
Gilles Sabourin of the Montcalm Community Liaison Committee wrote and basically echoed the concerns of Vaughn Bullough, but also advocating greater public involvement including a Community Liaison Committee for the RM of Springfield. As the letter was sent to the Minister, a reply was sent for the new Ministers signature, echoing the reply to Bullough, and stating a Community Committee is not being considered at this time.
COMMENTS FROM THE TECHNICAL ADVISORY COMMITTEE:
Manitoba Environment, Environmental Operations Division, Winnipeg Region commented that soils maps are unreliable in assessing groundwater sensitivity, and boreholes should be put in to assess local soil and groundwater characteristics. It was also recommended that the Emergency Response plan be prepared as per the MIAC (1996) standard.
Disposition:
Both comments will be addressed in the Operating Order.Manitoba Environment, Environmental Management Division, Quality Standards supplied no comments.
Department of Rural Development had no concerns.
Department of Natural Resources stated that all product transfers should be on paved or concrete bases, that these bases should have a management plan, and that surface runoff should be inspected.
Disposition:
These points will be addressed in the Operating Order.Department of Historic Resources had no comments.
Department of Highways and Transportation wished to be notified of the number and size of the trucks to be using the site be forwarded to the Steinbach office of Manitoba Highways.
Department of Urban Affairs supplied no comments.
Department of Health supplied no comments.
Department of Rural Development commented that the subdivider of the property entered into a zoning development agreement with the RM, and this may restrict operations on the property.
Disposition:
Eric Towler of the R.M. of Springfield was contacted and he said that the zoning development agreement would not limit the operations as proposed.Canadian Environmental Assessment Agency supplied no comments.
PUBLIC HEARING:
A Public Hearing will not be convened.
RECOMMENDATION:
The attached Draft Licence should be reviewed by the Director, finalized and then issued, with enforcement responsibilities assigned to the Environmental Operations Division.
