MANITOBA NORTHERN AFFAIRS/SOUTH INDIAN LAKE COMMUNITY COUNCIL - WATER TREATMENT FACILITY (CLIENT FILE: 4423.00)
A Proposal has been filed by ATP Canada Ltd. on behalf of Manitoba Northern Affairs and the South Indian Lake Community Council for the construction and operation of new water treatment equipment in the communitys water treatment plant. The new water treatment facilities would consist of two filter units with a combined capacity of 380 litres per minute. The units would be installed in the existing water treatment plant building. Backwash water from the new units would continue to be discharged to Southern Indian Lake. Backwash water volumes are estimated to be 55,000 litres per day. The new equipment is proposed to be operational in the spring of 1999.

This is further to my letters to John Brittain of November 17, 1999 and December 28, 2000, concerning the three water treatment plants listed above. Environment Act Proposals were filed for each of the plants in February 1999. Additional information was requested in my November 17, 1999 letter, and Mr. Brittain was asked to advise on the Departments intentions regarding the plants in the December 28, 2000 letter. We received no response to these letters.
We recently received a Proposal for a new water treatment plant for South Indian Lake from Stantec Consulting Ltd. As the Proposal involves the discharge of wastewater from the water treatment plant to a new wastewater treatment lagoon for the community, we have determined that environmental assessment and licencing for the new water treatment plant will not be required.
With the receipt of the Stantec Proposal, we consider that the former Environment Act Proposal for the South Indian Lake water treatment plant has been withdrawn by your Department. In view of the lack of response concerning the Norway House and Cross Lake proposals, we will also consider these Environment Act Proposals to be withdrawn, unless advised otherwise within 30 days of the date of this letter.
