A proposal was filed by the Rural Municipality of St. Andrews for the construction and operation of a wastewater and septage treatment lagoon. The lagoon facility will be located on the southwest quarter of Section 13-13-3 EPM in the Rural Municipality of St. Andrews. The Proposal indicates that treated wastewater from the lagoon will be discharged to a drainage ditch that flows into Parks Creek during the period from June 15 to November 1.

An Environment Act Licence for this Proposal was refused for the following reasons:

1. the justified public objection to the Proposal; and
2. the environmental nuisance that the proposed lagoon would effect on the adjacent residential areas.

The Rural Municipality of St. Andrews was requested to submit a closure plan for the existing pits at the Earl Grey Waste Disposal Ground and an alternative for the treatment and disposal of the liquid. The Terms and Conditions of the current Operating Permit for this site, Permit No. 2-039-01, specify that liquid wastes shall not be deposited at the waste disposal ground after June 30, 2001.
