A proposal was filed by Mr. Greg Wazny on behalf of Tolko Industries Ltd. for the use of off-site waste oil as a combined fuel in the existing power boiler located at Section 26, Township 56, Range 26 WPM. The Proposal is to replace up to 470,000 litres of Bunker C oil with the off-site waste oil. Currently, up to 27,000 litres of waste oil generated on-site is burned. Normal operation will be 24 hours per day and 7 days per week.

The Department provided the Technical Advisory Committee with information on the Proposal and made public notification in The Pas Opasquia Times. The following summarizes the responses:

COMMENTS FROM THE PUBLIC

Two members of the public commented. The relevant comments are as follows:

• what volumes of used oil has Tolko burned since 1995 and what was the chemical composition

The volumes of used oil for 1996 to 1998 were less than 27,000 litres per year(18,298; 15,343; 23,875). The analysis of these oils indicated compliance with all parameters except flash points for 1997/8 which were marginally low and a level of <3 ppm of Cr (lower limit of lab analysis).

• have emissions of heavy metals been monitored

Emissions have been periodically monitored for SO₂ , TRS and particulates. More extensive monitoring will be a requirement of the licence.

• will controls be required to ensure there are no emissions of heavy metals

An emissions study and management plan will be a requirement of the licence.

• how will boiler ash be impacted

Boiler ash will be characterized and handled accordingly.

• has Tolko been accepting used oil from an outside source

No.

Manitoba Culture, Heritage & Citizenship - Historical Resources Branch - has no concerns. No response necessary.

Manitoba Rural Development - has no land use or development concerns. No response necessary.

Manitoba Environment - Management Division - Air Quality Management Branch - has the following comment:

• If used oil consumption is maximized at 500,000 litres/year, what will be the consumption of Bunker C.

None is anticipated.

• What fraction would the used oil be of the total non-wood fuel consumed in the power boiler.

Up to 100% depending on the availability.

Manitoba Environment - Management Division - Water Quality Management Branch - has no specific surface water quality concerns. They do comment that all contaminated water not be discharged of site.

Environment Canada - Canadian Environment Review Agency - state that the application of the Canadian Environmental Assessment Act with respect to this project will not be required. No response necessary.

Manitoba Natural Resources - Policy Coordination Branch - comments that special precautions should be taken to contain future spills and prevent possible contamination. No response necessary.

Manitoba Environment - Operations Division - Dangerous Goods Handling & Transportation Act Section - has no comments.

Manitoba Environment - Operations Division - Northern Region - has no concerns. No response necessary.

A Licence considering the above relevant concerns as well as those of the Approvals Branch be prepared and issued. Responsibility for enforcement of the Licence may be transferred to the Region.
