to undertake preliminary steps related to the construction of a proposed wastewater treatment facility located on SE 22-3-4WPM, in the Rural Municipality of Stanley, in accordance with:

• the Proposal dated July, 2001, and submitted under The Environment Act on July 9, 2001;
• the letter dated October 26, 2001, and enclosure, from the Town of Winkler; and

subject to the following specifications, limits, terms and conditions:

In this Licence,

"Director" means an employee of the department appointed as such by the Minister.

1. The Licencee shall restrict preliminary steps to:

1. provide temporary site access;
2. strip the topsoil from the entire work area and placing the topsoil in the designated locations;
3. establish temporary drainage ditches on the outer limits and center of the construction area; and
4. trench the center of the proposed lagoon cells into the clay level, with positive drainage to the east end.

2. The Licencee, if so ordered by the Director, shall be responsible and liable for returning the proposed facility site back to a state that is approved by the Director.

1. If, in the opinion of the Director, the Licencee has failed or is failing to comply with any of the specifications, limits, terms or conditions set out herein, the Director may, temporarily or permanently, revoke this Licence.
   
   
2. If the Licencee has not commenced with these preliminary steps within two weeks of the date of this Licence, this Licence is revoked.
