1. How can managers recognize
exceptional performance?
Managers can recognize exceptional
performance in several ways:
- verbal commendation
- newsletter or other publication
- face to face meeting with the Minister
- a letter of commendation from a manager or Deputy Minister
- plaques, certificates or other mementos of recognition
- a special merit increase
- compensatory leave
- special recognition award
- special training and development opportunities
- special assignment
Managers apply the principles of fairness, consistency and merit to
determine if an employee's performance is exceptional relative to other
employees' performance.
Special merit increases are authorized by Deputy
Ministers. Lump Sum Awards are authorized by the
Civil Service Commission Board.
Employees are not eligible for special merit increases and lump sum
awards in the following situations:
- if the employee has already been compensated through interim reclass,
acting status, overtime or compensatory time
- if filling in for senior employees is built into the specifications
for the position class.
- if the employee assumes duties at a higher level in the absence
of an employee at a higher series with or without their manager's
knowledge

Merit Increase |
A special merit increase increases
employee's pay by one level in the employee';s grade. The special
merit is granted in addition to the annual merit increase. Employees
are eligible if a level is available in their grade and upon compilation
of the special performance circumstances. An Employee may receive
only one special merit increase in a 12-month period. |
