In recent years there has been a desire of family physicians and funders to stabilize funding while also supporting quality primary care.
PIN is addressing this through the exploration of blended funding: Fee-for-service combined with Quality Based Incentive Funding (QBIF). QBIF funding is linked to performance on selected clinical process indicators.
In other words, physicians are provided funding based on how well they achieve quality targets.
In order to understand international trends and options, for QBIF development PIN contracted health economists Program Evaluation and Economic Konsulting (PEEK).

The above document has been prepared by Dominika Wranik, Ph.D. and Martine Durier-Copp, Ph.D. at the request of the Manitoba Health Physician Integrated Network (PIN) Initiative. As the initiative evolves, the need to explore funding models which will support the PIN objectives is essential.
Drs Wranik and Durier-Copp have completed an environmental scan (Part 1) of blended funding and quality based incentive funding models. Phase 2 of their work involved the exploration of quality based incentive funding approaches in Manitoba. The phase 2 report identifies suggested 'decision' nodes for consideration.

It provides an overview of emerging practices elsewhere and recommendations that require further exploration. These reports will form the basis for the QBIF funding model to be developed as PIN moves forward.
