What is Quality Based Incentive Funding?

Measuring QualityQuality Based Incentive Funding (QBIF) provides funding to clinics for meeting quality targets on selected clinical process indicators.  PIN indicators are derived from the Canadian Institute for Health Information (CIHI) Primary Care Indicators and align with clinical guidelines.

PIN is using QBIF as part of a blended funding approach (fee-for-service combined with QBIF).  The blended funding approach is designed to address the desire of family physicians and funders to stabilize funding while also supporting quality primary care.


Funding ScaleExample: Diabetes Management

PIN selected seven CIHI process indicators related to the management of patients with Diabetes. HgbA1c testing is one indicator that clinics have been recording and collecting data on. 

To calculate their achieved target, clinics use their EMRs to see how many patients with Diabetes (“the denominator”) have had a HGB A1C test in the last 12 months (“the numerator”). The resulting percentage determines their quality target.
