Introduction

Lighthouses is a youth crime-prevention program run by Manitoba Justice. It is an initiative of Neighbourhoods Alive!

Programs are effective because of the three “S’s”:

  • Structured programming
  • Youth are supervised.
  • Skilled staff

Prevention research supports that it is important to provide youth with positive and supervised activities when school is out and on weekends. Lighthouses were designed to help communities ensure that there was youth programming occurring after school and on weekends. Examples of the programs include  recreation, computers, art, music, etc.

Lighthouses focus on youth in high-need neighbourhoods. Staff consults with police, probation officers and others to decide on the best locations for Lighthouses sites.

Lighthouses uses community facilities like schools and recreation centres after hours for activities identified and organized by local youth and community members.

The Lighthouses program:

  • supports community activities
  • improves partnerships between youth, police, justice, community
  • helps communities work with youth on programs designed by youth for youth
  • supplements activities with education and skill-building
  • supports and encourages inter-agency co-operation in program delivery
  • uses community facilities like schools and recreation centers after hours
  • helps communities find funds for programs

Lighthouses can have tremendous benefits for participants. Statistics Canada observes that children who participate in organized activities outside of school tend to have higher self-esteem, interact better with friends and perform better in school. The more young people participate, the more they benefit and the more society benefits.

Lighthouses offer positive environments and operate in many communities throughout Manitoba. Activities normally take place at least once a week.

Funding Criteria

While Lighthouses activities may differ, projects must meet specific criteria. Proposals that partner with agencies and interest groups are preferred.

When considering Lighthouses proposals, Justice staff examine:

  • urban versus rural settings
  • local crime statistics
  • available community resources
  • community support

Financial Contributions

Provincial funding strengthens a community’s ability to create and manage its own unique Lighthouses programs. It is an important part of Manitoba's strategy for safer communities.

A provincial contribution of $12,000 annually may cover as much as half of the cost of running a program. The remainder, which can include in-kind contributions, must come from the program host and partners.

Project Ideas

Lighthouses programs rely on community steering committees to discover needs and make decisions about programming. The committees include youth representatives and community residents.
