Program Description and Process

The Trucking Productivity Improvement Fund (TPIF) Program is a voluntary user-pay program which may allow increased loading on lower class highways. Industry benefits through the productivity and economic gains of trucks that exceed legal size and weight limits due to bigger payloads. These bigger payloads come at a cost to Manitoba’s infrastructure through accelerated infrastructure deterioration, resulting in increased maintenance and restoration expenditures. In some cases, infrastructure improvements are required to safely allow heavier loads. Proponents must make strategic decisions to choose increased payloads if the benefits accrued exceed the incremental infrastructure costs.

The TPIF Program provides an instrument for the private sector to partner with the Province on beneficial infrastructure investments to support a sustainable transportation system.

The process to participate in the TPIF Program is as follows:

Application Process

A TPIF Application Form is completed and submitted for consideration and processing. The Application must include:
  1. Company name and address, contact and signing authority details.
     
  2. Vehicle and Route Information – This section must include:
    • a description of each type of vehicle (e.g., Semi-Trailer, 8-axle B-Train; or, 6-axle semi);
    • an accurate Haul Route Description(s) which includes the number of Kms on each highway or portion thereof, including the direction of travel for each section of the route (e.g., 10 km easterly from junction of PTH “X” on PR “Y” then 65 km southerly on PR “Z”);
    • the estimated number of trips for each Time of Year, the estimated Total Number of Trips; and,
    • the requested Load Limit Increase (i.e., from B1 to RTAC).
       
  3. Commodity being transported (e.g., Raw Forest Products or Mining Supplies).
     
  4. If hauling is requested between March 18th and May 31st (Spring Road Restrictions), an explanation of the economic advantages that would be anticipated must be provided
     
  5. Authorizing signature.
Insurance Certificate: a Certificate of Insurance must accompany the Application form.

The Insurance Certificate must indicate that all licensed vehicles owned by your company, or carriers and persons operating a vehicle on your company’s behalf under a permit, obtain and maintain automobile third party liability insurance with a minimum of $5,000,000 (million) coverage per occurrence, and;

Your company should also purchase and maintain General Liability Insurance providing “non-owned automobile liability” coverage for all licensed vehicles that are operated on behalf of your company under a Permit with minimum limits of liability of Five Million ($5,000,000.00) Dollars per occurrence; or alternatively, your company shall be named as an Additional Insured to the automobile third party liability insurance with a minimum of $5,000,000 (million) coverage per occurrence.

The Certificate of Insurance from your licensed broker must indicate that the insurance coverage is for both owned and non-owned vehicles, and that they will provide for 30 days notification in case of insurance policy cancellation or changes to the coverage. Please also note that the insurance coverage must be underwritten by either the Manitoba Public Insurance Corporation or an insurer acceptable to Manitoba.
 

Certificate of Status: a copy of your company’s Certificate of Status from the Manitoba Companies Office must accompany your Application. This confirms that your company is in good standing in the Province of Manitoba, and provides the date that it was registered with the Province.
 

Municipal Letter of Permission: if your requested route for hauling includes travel on any municipal roads, the affected municipality(ies) must provide us with a letter of permission or support including any restrictions that may be required (e.g., no travel between 8:00 a.m. and 9:30 a.m. – school bus route). The program does not cover maintenance and rehabilitation of municipal roads.

The letter from the municipality must be a signed original document on their letterhead, and be forwarded directly to us.

Analysis

Each specific route requested is individually analyzed and evaluated, and a cost is determined accordingly. The analysis includes a review of the bridges’ and structures’ carrying capacities and highway strength, as well as the completion of a regional on-site analysis.

Once the analysis is complete, and if your application has been approved through the region, you will be advised of the TPIF per trip contribution amounts for each route for your consideration. If you decide to proceed with the TPIF Agreement, we will forward the Agreement to you for your approval and signature.

Additional Requirements

Throughout the term of the Agreement, the completion and submission of a Truck Information Template is required, as necessary, to request permits for each carrier along each of the route(s). There is a $20.00 administration fee for each permit issued; permits are issued to individual carriers.

As a condition of receiving and maintaining an Agreement, participating companies are responsible for completing and submitting Usage Report(s) providing the details of each trip, as required depending on the hauling season(s) approved.
