As Manitoba’s minister of Advanced Education, Skills and Immigration, it is my pleasure to welcome you to our website for information about programs and services that support adult learners and newcomers on their path to higher education, skills development and career success.

Our team is responsible for promoting access to high-quality advanced education and removing barriers to success by delivering financial aid programs and student support services. We provide direction, funding and oversight to Manitoba’s post-secondary institutions (PSIs), Private Vocational Institutions (PVIs) and adult learning and literacy centres to ensure positive outcomes for students, communities and the economy as a whole. Together with other levels of government and local stakeholders, we create immigration pathways to attract international talent to study, work and live in Manitoba.  

Our department is also committed to growing our provincial nominee program, attracting more immigrants and continuing to strive towards creating a welcoming new home for all newcomers to Manitoba. Thousands of skilled workers, entrepreneurs and their families became Manitobans under our provincial economic immigration program over its nearly 25 years of existence, contributing to our economic growth and further enriching the vibrancy of our communities.

One of our ongoing priorities is implementing Manitoba’s Skills, Talent and Knowledge Strategy. This strategy guides our work to align the province’s immigration, education and skills training systems with labour market and economic priorities. It is a shared vision and a call to action to advance economic prosperity and positive outcomes for individuals, communities and businesses.

About Manitoba Advanced Education, Skills and Immigration

Manitoba Advanced Education, Skills and Immigration is implementing the government’s policy and programing priorities related to higher education, student support, skills development, and immigration.

Our Mission: To build knowledge and skills through a competitive advanced education system and open immigration programs, leading to economic growth and new opportunities for all Manitobans.

What We Do
Manitoba Advanced Education, Skills and Immigration is made up of five divisions responsible for different aspects of the department’s mission. Advanced Education, Student Access and Success, and Immigration Pathways focus on public policy and programing to support access to knowledge, skills, and economic opportunities for Manitobans. Policy and Performance and Finance and Corporate Services support the department as a whole through policy expertise, data analysis, and financial and operational management.

Advanced Education provides direction, funding, and regulatory oversight to Manitoba’s post-secondary institutions, including publicly funded universities and colleges, private religious institutions, and private vocational institutions. The division is responsible for ensuring a fiscally sustainable and accountable post-secondary education system that results in positive outcomes for students, communities, and the overall economy.

Student Access and Success is responsible for ensuring programs and financial supports are available to help students and adult learners pursue educational pathways to develop the skills needed to participate fully in a growing economy. The division’s work helps to remove barriers to student success and promote access to advanced education.

Immigration Pathways works with other levels of government and local stakeholders to administer economic immigration programs focused on the skills and talent needs of Manitoba’s employers. The division is responsible for Manitoba’s Provincial Nominee Program and works with partners to promote the province as a destination of choice for international talent.
