Information For New Arrivals

Manitoba will continue to have services available to all newcomers, including Ukrainian arrivals after March 31, 2024.

The reception centre located at the Best Western hotel by the Winnipeg James Armstrong Richardson International Airport will continue to be maintained and available to access centralized services such as Manitoba Health, Social Insurance Numbers, Immigration Medical Examination bookings, and mental health services until April 30, 2024.

If you arrive in Manitoba after March 31, 2024, you can access all services through regular service locations.

Manitoba Start provides central registration services as well as needs assessment and referral services at no cost for all newcomers arriving in Manitoba.

The Winnipeg English Language Assessment and Referral Centre (WELARC) provides assessment and access to formal language classes. Additionally, the Manitoba Association of Newcomer Serving Organizations (MANSO) provides resources for informal language training, which do not require a formal assessment to participate.

The Immigrant Centre also provides free settlement and employment services, along with many other programs for newcomers.

The Ukrainian Canadian Congress – Manitoba Provincial Council is another great resource for Ukrainians arriving in Manitoba and can support connections to the Ukrainian communities and many different Ukrainian related programs.
