Community Development's Single Window Application

Municipal Relations will be investing over $20.0M in community development for the 2018-19 fiscal year. We are excited to announce a streamlined, updated single window intake for the following five Community Development programs:  Community Places Program, Hometown Manitoba, Neighbourhoods Alive! Neighbourhood Renewal Fund, Neighbourhoods Alive! Community Initiatives and Partner 4 Growth.
Applications for the projects were submitted through a single window intake that closed May 28, 2018. Grant funding will be based on completion of identified and approved eligible project expenses incurred on or before March 31, 2019.
Successful applications will be on planning, building and sustaining communities that address one of the five following areas:
  • Projects that support women's empowerment / support women in vulnerable situations;
  • Projects that enable economic development / align with regional development strategies; 
  • Key repair of high priority assets; 
  • Community Initiatives - community, heritage, tourism and recreation facilities and projects;
  • Social Innovation - examples include support for social enterprises, projects that include a social return on investment (SROI) evaluation and projects that target measurable social outcomes. 
As a overreaching criteria, the application must meet at least four of the following criteria:
  • Identify partners
  • Identify measurement for outcomes
  • Define measurable outcomes
  • Leverage funds
  • Demonstrate the value for investment (plan to evaluate impact)
  • First time applicants
Second all applications will be evaluated against criteria under each individual program area.  For Community Places Program:
  • Critical repairs to high priority assets
  • Demonstration of significant community use
  • Based on access plan or feasibility study

What is the Community Places Program?

The Community Places Program (CPP) provides capital grant funding and planning assistance to non-profit community organizations for facility or green space construction, upgrading, expansion or acquisition projects. Eligible projects are those which provide sustainable recreation and wellness benefits to communities.
 

When can we apply and what is the deadline?

Applications for the projects were submitted through a single window intake that closed May 28, 2018. Grant funding will be based on completion of identified and approved eligible project expenses incurred on or before March 31, 2019.

Approvals will be  posted on our website and grant notifications will be mailed out to each applicant.
 

Who can apply?

Non-profit community organizations throughout Manitoba are eligible to apply to the Community Places Program.  Ineligible organizations include public schools, universities, hospitals, nursing homes, businesses, commercial co‑operatives, and federal, provincial and City of Winnipeg departments, and agencies.*  Ineligible projects include those primarily involving housing, space for worship or congregational purposes, cemeteries, signage, portable tools, equipment, furniture, municipal works such as roads, bridges, municipal service buildings, and sewer and water installations.*  Operating costs and building maintenance costs are not eligible.
 
*Exceptions may exist where community use can be measured. Please contact your regional office to obtain a form which will help us to determine your eligibility.
 

What is the funding formula?

Non-profit community organizations can apply to the Program for up to 50% of the first $15,000 of project costs and up to 1/3 of project costs over that amount. What other services are available?

Technical consultation services are available to assist community organizations in the planning and development of facility projects. Consultations include planning and design advice, information on regulatory requirements and assistance with the tendering process. Applicants can benefit from arranging an on-site facility consultation, please contact your regional office to set-up a site visit.
