The theme for the 2026 conference is Momentum in Muddy Waters: Planning through Turbulent Times. This year’s theme reflects the importance of maintaining Momentum in planning through times of uncertainty and disruption. By recognizing that we operate in turbulent times, we can situate this work of planners within the context of our current realities: climate change, a national housing crisis, reconciliation, demographic shifts, and global instability. In this context, Momentum is not only about advancing plans and policies, but also about finding the strength to foster resilience, adaptability, and hope for our shared future in muddy waters.

Manitoba Planning Conference (MPC)
The Manitoba Planning Conference (MPC) is an annual event attended by municipal leaders and officials, provincial staff, planning, development and building professionals to promote sound community planning and the safe, efficient development of land in Manitoba.
Goals of the MPC
The MPC is co-led by the Government of Manitoba’s Department of Municipal and Northern Relations and the Manitoba Professional Planning Institute; and is supported by Manitoba Municipal Administrators (MMA), Manitoba Building Officials Association (MBOA), Institute of Urban Studies (IUS), University of Manitoba (Department of City Planning), the Association of Manitoba Municipalities (AMM), sponsoring municipalities/planning districts and others.
The MPC offers a forum for:
· Supporting continuing education of elected municipal officials and their staff, staff of municipalities and planning districts and other key organizations involved in land use planning
· Professional development opportunities for planners, building officials and others
· Building increased awareness and a sense of “community” regarding planning
· Networking opportunities for municipal officials, local government staff, other government agencies, professional planners, related professionals’ and other stakeholders (industry, watershed districts, academics and students)
