Waste Reduction and Recycling Support Fund


The Waste Reduction and Recycling Support (WRARS) Fund supports sustainable waste management efforts and prevention practices in the north and throughout Manitoba. The fund supports projects that demonstrate innovative approaches or practices to reduce or prevent waste, showcase initiatives that are transferrable to other communities or regions and build capacity for solid waste diversion in Manitoba. Applicants should be guided and informed by the vision and commitments contained in the Made in Manitoba Climate and Green Plan.

To foster and support environmentally sustainable practices, financial assistance will be available to organizations, businesses, local governments, educational institutions, and Northern Affairs and Indigenous communities. Individuals or excluded groups may submit a joint application with an eligible applicant.

All projects should meet the intent of at least one of the following priorities:

  1. Develops or enhances organic waste management, regional recycling or integrated waste management systems
  2. Demonstrates and promotes the benefits and feasibility of construction, renovation and demolition waste management
  3. Assesses climate vulnerability, supports actions to mitigate the rate of climate change, and strengthens our ability to plan and adapt to changes in climate
  4. Supports waste diversion and recycling initiatives that may help establish new extended producer responsibility programs
  5. Fosters partnerships and builds on the understanding of waste diversion through outreach, education, capacity building, communication and training

Project Review Process

Projects will be reviewed by a committee of technical experts from the Department of Sustainable Development. Applicants will be notified in writing once a final decision has been made on their proposal.

The following criteria will be used in the assessment of projects:

  • Clarity and scope of objectives
  • Alignment with funding priorities
  • Demonstrable and measurable environmental benefits
  • Technical feasibility
  • Quality and completeness of funding proposal
  • Cost effectiveness
  • Co-benefits in adaptation, mitigation, social and economic areas
  • Probability of success
  • Extent of support from project partners
  • A focus on northern and remote communities
  • Partnerships with Manitoba’s stewardship agencies or other stakeholders
