Bridging of Service

 

Purpose:

To provide the terms and conditions related to bridging of service for non-represented core public service employees.


Policy Statement

A regular employee, as defined in the Public Service Regulation, who resigned from the core public service for the purpose of raising a dependent child or children and is later re-employed may, under specific conditions, be credited with the length of service accumulated up to the time of resignation for the purposes of sick leave and long service vacation entitlement benefits based on service length. An employee in this situation must make a request in writing at the time of re-employment.

The following conditions shall apply to bridging of service:

  • the employee must have accumulated at least four years of calendar service at the time of resigning;
  • the written notice of resignation must indicate the reason for resigning is for the purpose of caring for a dependent child or children. This will facilitate any requests for bridging of service should the person be re-employed;
  • the break in service shall be for no longer than six years, and during that time the employee must not have been engaged in remunerative employment for more than three months;
  • the previous length of service shall not be reinstated until successful completion of the probationary period;
  • upon successful completion of the probationary period, the employee will be credited with their accumulated sick leave credits at the time of their resignation to a maximum of 26 days.


Application

This policy applies to non-represented core public service employees of the Manitoba government, and also applies to non-represented employees for the officers of the Legislature (Section 58(2) The Public Service Act).


Responsibilities

Employees:

  • An employee will review the conditions and, if satisfied that the conditions have been met, will apply in writing using the prescribed form. The request for bridging of service must be made at the time of commencement of employment.
  • The request will be made to Human Resources.

Human Resources:

  • Will verify whether the conditions for bridging of service have been satisfied and, if so, the human resource employing authority will approve the request.
  • Will notify the employee if the request has/has not been approved.
  • Will forward the approved or denied request form to Pay and Benefits.

Pay and Benefits:

  • For approved requests, and upon completion of the probationary period, Pay and Benefits will make the adjustments as per established process and will notify the employee that their sick leave bank and service date have been adjusted. Human Resources and the employee's supervisor will be copied on the notification.


Definitions

Core Public Service: as defined in The Public Service Act, consists of the Clerk of the Executive Council, the other deputy ministers and the employees in positions within the departments of government.

Department: means a department as defined in The Executive Government Organization Act.

Deputy Minister: means the deputy minister of a department appointed under subsection 33(2) of The Public Service Act.

Employee: means an individual employed in the public service and, unless otherwise indicated, includes a manager or executive.

Non-Represented Employee: means a person who is either not represented by a bargaining agent as defined in The Workforce Relations Act, or whose position has been specifically excluded from representation by a bargaining agent.
