To prepare for this transition, the e-licensing website will be unavailable between March 27 - 31.

LICENCE AND PERMIT PURCHASES


There are three ways you can purchase park vehicle permits, timber permits and hunting, trapping and fishing licences:

  1. manitobaelicensing.ca - public access to an online system through a computer (e.g., at home, mobile phone, tablet, etc.). You must pay by credit card.
  2. Vendors - participating retailers and government offices.
  3. Call Centre - 1-877-880-1203 - Open: 8 a.m. to 9 p.m., seven (7) days a week for individuals who do not have online access. You must pay by credit card. You must allow for ten (10) business days to receive your permit or licence (and game tags, if applicable) in the mail.

The Manitoba government is modernizing its licensing and permitting services to make them more secure, straightforward and easier to use for Manitobans. Building on the province's change from manual to digital licensing, this change focuses on selecting local Manitoban and Canadian service providers to deliver licensing and permitting services.

The Manitoba government has selected a Canadian-based company, Online Business Systems who was acquired by CGI in December 2025, to provide a new solution for e-licensing.

Only an email address will be needed to sign in to access accounts and you will no longer be required to provide a government-issued ID to create an account. Some transactions will require personal information to complete the purchase of licences and permits available through the platform.

  • Go to the www.manitobaelicensing.ca website.
  • Select "Sign In" on the top menu bar.
  • First time signing in, you will need to select “Sign up Now”. If you previously had an account with e-licensing

  • Enter your email address. Click Send Verification code. Enter the Verification code sent to your email address.
  • Provide a new password.
  • Enter verification code again. This will take you to the e-licensing platform and you should be able to purchase licenses/permits. You will be able to see your history, if you have purchased licenses/permits before in e-licensing.
  • Note: You will be required to follow the verification process each time you sign-in to your account.
  • You may purchase a licence or permit.
  • You will have access to your account information and history if you had previously created an account or had purchased a licence or permit using the same email address.
  • You will be able to modify your account information and make new purchases.
  • You can apply for licences or permits available on the e-licensing system.
  • Select Forgot your Password on the sign-in page and follow the instructions.
  • If an account exists, an email will be sent to your email address with a one-time authentication code that will be required to access your account.
  • If you are unsure about which email address you used, contact the call centre at 1-877-880-1203 for assistance.

If you do not have an existing e-licensing account, you can create an account by selecting Sign up now, provide your email address and create a password. Follow the instructions to create your account.

If you want to purchase a licence or permit through the online e-licensing system, you will be required to provide an email address.

If you do not have an email address, you can purchase a licence or permit:

  • at an issuer
  • By contacting the e-licensing call centre at 1-877-880-1203 and it will be mailed to you. You will need a credit card for this option. Licences and permits that are ordered by phone will require a minimum of ten (10) business days to be delivered by Canada Post. Please ensure your mailing address is correct.

It is recommended that you purchase your park vehicle permits seven (7) days prior to your planned arrival if ordering a permit by phone to ensure you receive your permit by mail in time for your park visit.

No. The email address must belong to the person purchasing the licence or permit. Each customer can have only one email address linked to their account.

Your personal information is collected for the purpose of issuing receipts, licences and permits, conducting resource-based surveys, sending communications to customers and for enforcement purposes.

Additional information may be requested depending on the type of licence or permit you are purchasing, including residency, mailing address and phone number. Other licences/permits may require other types of information such as a Hunter Education Certificate number or doctor's assessment for applying for a crossbow permit.

Credit card information is collected securely through the call center's security solutions. Please do not share credit card information with unknown sources.

Park vehicle permits must be printed and displayed in the front window of your vehicle when visiting any of Manitoba's provincial parks starting May 1, 2026.

You can download angling and hunting licences from your e-licensing account but must have the digital or printed copy with you when fishing or hunting.

You must have the assigned game tag with you when hunting for your hunting licence to be valid.

If you will be party hunting, you will need to print your hunting licence and both parties must sign the licence.

Yes, you can access your online account and purchase licences/permits using your mobile device. However, some licences/permits require a printed copy and must be available upon request by a Conservation Officer or displayed appropriately.

Yes, a valid credit card is required to purchase any licence or permit over the phone.

The cost for some licences and permits will be increasing in 2026 to support the long-term maintenance and sustainability of the new Canadian built e-licensing platform.

The enhanced platform supports modern service delivery, improved user experience and ongoing system improvements for clients across the province.

Even with the upcoming change, Manitoba continues to have some of the lowest licensing and permitting fees in Canada.

PARK VEHICLE PERMITS


Yes. All park vehicle or bus permits must be printed to be properly displayed in the front window of the vehicle with the licence plate number and validity date clearly visible.

Yes, whether you have printed your permit at home or received a printout from a retailer, call centre or park office, a valid park vehicle or bus permit, MUST be displayed in the front windshield of your vehicle while parked in one of Manitoba's provincial parks.

Park visitors arriving by motorcycle must have a valid park vehicle permit on their person and provide this to Conservation Officers when requested.

If you lose, misplace or damage your annual park vehicle permit you can log into your e-licensing account and print another copy.

Similarly, if you lose, misplace or damage your daily or casual (3-day) park vehicle or bus permit and you purchased it using your e-licensing account you can sign in to your account and print a new copy from the Orders and Licences section.

If you purchased a daily (one day) or casual park (three day) vehicle permit, at a retail outlet or government office, and did not provide an email address, the permit is not stored under your profile and you must purchase another permit.

Annual park vehicle or bus permits allow up to two licence plate numbers to be registered on the permit.

Daily and casual vehicle or bus permits are tied to a single licence plate number.

The permit is only valid for the licence plate number(s) listed.

Yes. You can purchase a park vehicle permit for anyone, just make sure you have their correct vehicle licence plate number when purchasing a park vehicle permit.

Please contact the call centre at 1-877-880-1203 for assistance in adding or updating a licence plate.

Buses are defined as motor vehicles that transport more than 10 people. If a school bus, or a similar vehicle, has been turned into a camper and is not being used to transport more than 10 people, it does not require a bus permit. This vehicle should display a park vehicle permit.

All park vehicle permits are a final sale and are non-refundable.


HUNTING LICENSING INFORMATION


For spring hunting seasons that begin on or after April 1, please access e-licencing after March 31 to purchase your licence.

No, the game tags are printed on a durable material that can withstand the weather and elements. Game tag packs can be ordered online as part of your hunting licence purchase.

Yes, existing game tags can still be used for licences purchased through the new e-licensing system. New game tags can be ordered through the e-licensing website, www.manitobaelicensing.ca

The application process for the Big Game Draw and the Landowner Elk Draw remains the same in the new e-licensing system. Although the layout and appearance of the new e-licensing system may look different, applicants will continue to follow the same steps as before to apply for draw licences using their customer account once the application guides are released.

If you wish to apply for an Open Area Trapping Licence for the remainder of the 2025-2026 trapping season, please contact the Wildlife Branch at furallocations@gov.mb.ca for further guidance.

Yes. You can apply for special wildlife permits through the new e-licensing system. Please note that some special wildlife permit or licence applications are not yet available for online submission. For these, you will need to download the application form in PDF format, complete it and mail it to the branch as directed on the form.

Vendors who are interested in participating in the new e-licensing program may register to be a vendor in the e-licensing service by contacting vendorinquiries@gov.mb.ca.

Once you have registered, we will send you a vendor agreement to review from the Manitoba government e-licensing unit. When you have signed and returned the agreement with the necessary banking information and pledge of confidentiality, you will receive further instructions for online training and to set up your online vendor account.

The system is easy to understand and simple to use and doesn't require as much training as the previous system.

However, you will have access to how-to guides to help answer any questions, as well as a video guide that walks you through an example of a purchase to help you understand the system.

Please refer to Key Dates for information on licence and permit availabilities and dates. We will update these as we transition to the new platform, so keep checking back to ensure you have the latest information.

Not all licences and permits will be available in April 2026, however as soon as they become available, the licences and permits will appear on the e-licensing system through the vendor portal.
