STEP 5. Final Outcome

Credential Assessment Results

A. If the Early Learning and Child Care Program determines that your education is equivalent to the education standards in Manitoba: 

The Early Learning and Child Care Program will classify you as an ECE II or ECE III, depending on your qualifications. The Early Learning and Child Care Program will mail an ECE II or ECE III certificate and a letter that explains your classification.

B. If the Early Learning and Child Care Program determines that your education is similar to but NOT equivalent to the education standards in Manitoba:

The Early Learning and Child Care Program will classify you as a Child Care Assistant (CCA). ELCC will mail you a CCA certificate and a letter that
explains why you do not qualify for an ECE classification.Timeline The PLA program takes 14 weeks to complete. Fees There is no tuition fee for the   PLA programs. Books and   resources are available for free.  If there is additional gap   training required, you will be  responsible for covering the  cost of courses, etc. Cost of   post-secondary courses can  range anywhere from $200-  $500. Participants can inquire  about a training grant to help  cover some of the costs.

The Early Learning and Child Care Program may refer you to the Early Childhood Educator (ECE) II Assessment Program, Internationally Educated Qualifications (IEQ) stream. This program stream is for child care workers who have earned a child care degree or diploma from outside of Canada.

The PLA program results in ECE II classification and the right to apply for further programs to obtain ECE III classification.

If you are not eligible for the PLA program, ELCC may provide you with recommendations about how to upgrade your education to gain ECE II classification.
