Becoming a Motor Carrier Enforcement Officer

Manitoba Motor Carrier Enforcement (MMCE) is a progressive specialized government law enforcement agency that serves the province of Manitoba. MMCE is a branch of Manitoba Transportation and Infrastructure that promotes compliance of safety regulations within the commercial transport sector.

Education and/or Experience

MMCE are seeking individuals with the following:

  1. Successful completion of a criminology degree or a law enforcement / public safety diploma or degree program, and/or
  2. A minimum of one year working as an enforcement officer or a law enforcement officer, (an equivalent combination of related education and experience may be considered.

Requirements

Applicants must:

  • pass a written pre-screening examination assessment
  • be proficient in English (verbal and written)

Conditions of Employment

Applicants must:

  • have no criminal record
  • provide and maintain a satisfactory Child Abuse Registry Check
    • Applicants will be subject to reference checks and an enhanced background investigation
  • be able to satisfy an enhanced security check conducted by Manitoba Justice
  • (as part of the application process) satisfy Vision and Hearing testing
  • (as part of the application process) provide a satisfactory medical fitness report(s)
  • have a valid class 4 driver’s licence in good standing, or be able to obtain a valid Manitoba class 4 driver’s licence within 30 days of hire
    • no more than 5 demerit points as documented on a driver’s abstract
    • For out-of-province applicants, applicant must have the equivalent class of driver’s licence in home jurisdiction or be able to obtain a valid Manitoba class 4 driver’s licence within 30 days of hire
  • be physically capable of performing all functions of the position, including crouching, bending, climbing, twisting, standing/sitting for prolonged periods, working in confined spaces (i.e., vehicle undercarriage inspections), medium to heavy lifting, as well as carrying heavy equipment for a distance.

Certifications:

  • Candidates who are not yet certified must obtain Commercial Vehicle Safety Alliance (CVSA) accreditation within first 12 months from commencement of employment.
    • Note: new MCEOs will be provided with this training.
  • Annual re-certification is mandatory for all MCEOs.

Applicants will be required to:

  • work shift work including days, evenings, nights, weekends and statutory holidays
  • work in a team environment and independently, both in urban and rural, and possibly in isolated settings
  • operate an emergency equipment-equipped patrol vehicle in all weather and traffic conditions

Testing

Written

The pre-screening assessment examination is a 90-minute written test to measure an applicant’s understanding of the following:

  • Reading comprehension
  • General writing skills, sentence structure, spelling, grammar, punctuation and vocabulary
  • Mathematics, including problem solving and calculations

Physical

Successfully pass an independently administered “Physical Abilities Requirements Evaluation” during the application / hiring process.

Prior to participating in physical testing, all applicants must have completed and submitted their completed Medical Clearance documentation.

Out-of-town Applicants:

Out-of-town applicants will be required to make multiple trips to Winnipeg. All travel and relocation costs will be the responsibility of the applicant.

  • Trip 2: Physical Abilities Test
  • Trip 3: Interview

The written examination and/or interview may be done virtually if circumstances dictate and if approved by MMCE.


Training and Graduation

All successful MCEO applicants are required to attend recruit training located in Winnipeg. Recruit training:

  • is covered through both classroom training and practical exercise in the field.
  • will normally be Monday to Friday (excluding holidays) and consists of thirteen (13) weeks in class. On occasion, recruits may be required to attend and participate in practical exercises on Saturdays and or Sundays.

Upon graduation from the classroom portion of training, officers are then deployed to their assigned postings where they will receive field coaching from senior MCEOs.

Duties

  • Enforce provincial and federal transportation safety legislation through proactive patrol, inspection, and enforcement activities.
  • Conduct traffic stops of commercial motor vehicles to assess driver, vehicle, and carrier compliance with applicable laws and regulations.
  • Perform detailed roadside inspections, safety audits, and compliance reviews to identify violations that may pose a risk to public safety.
  • Investigate collisions, safety violations, regulatory offences, and other incidents involving commercial vehicles and commercial drivers.
  • Detect, document, and take enforcement action on offences related to vehicle safety, driver qualifications, hours of service, cargo securement, dangerous goods transportation, weights and dimensions, permits, and licensing requirements.
  • Issue offence notices, violation tickets, inspection reports, out-of-service declarations, and other enforcement documents as authorized by legislation.
  • Gather, analyze, and document evidence; prepare investigative reports; and provide testimony in court and administrative proceedings when required.
  • Work collaboratively with police services, regulatory agencies, industry partners, and other enforcement organizations to enhance transportation safety and regulatory compliance.
  • Educate commercial drivers, carriers, and industry stakeholders on legislative requirements, safe operating practices, and compliance expectations.
  • Monitor commercial vehicle traffic and transportation trends to identify emerging safety concerns and enforcement priorities.
  • Verify commercial vehicles are operating within legal weight and dimension limits and that drivers possess the required licences, permits, certificates, and qualifications.
  • Respond to public complaints, intelligence-led enforcement initiatives, and targeted safety campaigns aimed at reducing collisions and improving compliance.
  • Promote roadway safety through visible enforcement, professional engagement, and a commitment to protecting Manitoba's transportation network and the travelling public.

Salary

Candidates will be hired at the MC2 employee category.

The current 2026-2027 Collective Agreement wages are as follows:

Annual Salary: $74,671 - $95,583
