We administer the Waste Management Facilities Regulation, pursuant to The Environment Act. A team of Environment Officers and a Program Coordinator has been established for this purpose. There are regional team members to provide local coverage across Manitoba, and the Program Coordinator is based centrally to ensure consistent program delivery.

Program responsibilities include:

  • Permitting and Licencing all solid waste management facilities, including:
    • landfills
    • transfer stations
    • composting facilities
    • material recovery facilities; and
    • remote seasonal waste facilities
  • Inspection and monitoring of all solid waste facilities
  • Investigation of complaints
  • Enforcement of the Waste Management Facilities Regulation

Guidelines

Guidelines are documents that set out how the Department applies laws and regulations under their jurisdiction. The main purpose of Guidelines is to provide clarity in decision-making and fill in details sometimes missing from the strict nature of legal language in laws or regulations. Guidelines that are referenced in a permit or licence can be enforceable. All current and approved guidelines can be found here.
